SGM Meeting held Monday 9 October 2006 to discuss possible amendments/additions to Rules.
Any changes agreed to take effect from next season 2007-2008
1.Proposed by the Treasurer; seconded by Cowcliffe Liberal Club
‘The entry fees to be increased by £2.00 per team for all the leagues; Open League £18.00 to £20.00 and the Veterans and Billiards League from £13.00 to £15.00. The Club affiliation fee to be increased by £5.00 to £25.00.’ Fees to be reviewed every three years henceforward.
Reason;
There had been no increase in these fees for ten years and without the welcome sponsorship from ME Consultancy the last two seasons would have shown a financial loss. Any money from sponsorship would be regarded as a bonus and it would help towards projects like Association sponsorship of training for individuals to become Certificated Referees.
Resolved: Accepted
2. Proposed by the League Reporting Secretary; Seconded by Honley Liberal Club
Rule 9 (part) Page 9 (Attendance Rule) Amend to read “All clubs must be represented at two of the three monthly meetings before Christmas (Oct-Dec) and two of the three after Christmas (Jan-Mar). Failure to comply with either of the requirements will result, in both cases, in the deduction of four points from the record of all Open Snooker League teams and three points from the records of all Billiards and Veterans League teams representing the defaulting clubs.”
Reason;
Clubs having defaulted under the ‘one attendance in the first three’ part of the existing rule were not bothering to turn up at any of the following meetings because they could not be penalised again. This amendment rectifies that anomaly.
Resolved: Accepted

Rule 14(b) Page 14 (Mobile Phones)
Delete second sentence
Add new second and third sentences,
“In the event of any player in a league or competition Snooker/Billiards frame/game, whether in play or not, being found to be interacting with a mobile phone that player will immediately lose the frame/game. If a phone must be answered by anyone at the match it should be done away from the playing area.”
Matters discussed at the meeting (other than rule changes) some of which will affect the 2007-2008 season.
Should the Junior Championship Final remain at three frames or be increased to five?
The semi-final and final of this competition are played on the same day in the morning at the Top Spot Snooker Club. At the request of participants five frames were played last season. This took the finishing time well into the afternoon when surrounding tables became busy and the atmosphere became unsuitable for a final.
Decision: The Final to remain at three frames for the time being.
Home team players practicing on adjoining tables while match is in progress.
A lot of discussion on this one without any definite course of action being put forward. One suggestion was that, if the home players were allowed to practice then maybe the away players should be afforded the same opportunity.
Decision: Agreed that no action be taken but the situation would be monitored and if the level of protest was such that it was considered action was necessary, the matter would be discussed again.
Clarification of who could represent a club at the monthly meetings; that is to say, should it be someone from the club directly connected with Billiards and Snooker
It had to be assumed that, as long as the person attending was a bona fide member of the club, he would dutifully report back any matters affecting the teams from that club.
Decision: No change to requirement.
Increase in fees for Competitions
Again, there has been no increase in these for the past ten years. Suggested increases by the Treasurer: Open Snooker Championship, Leonard Oldham Pairs, Billiards Championship increase by £2.00. Ladies Championship, Snooker Handicap, Billiards Handicap by £1.00. Fees to be reviewed every three years henceforward.
Decision: Agreed
Billiards Championship Competition to increase to 300 up home and away from 250 up home and away.
This is to bring the scoring requirement in line with the Billiards Open Handicap League where the lowest handicapped players are required to score 300 points to win the game. The Semi Finals and Final to remain 500 up at a neutral venue.
Decision: Agreed and this change to take effect immediately as entries for this season’s competition had yet to be received. Prospective entrants to be notified before closing date for entries.
The Ladies Champion to receive prize money as well as a trophy.
This is to ensure parity with the Open Snooker Championship.
(Remember that ladies and juniors may, of course, enter that competition as well - Competitions Secretary)
Decision: Agreed
The prize money for The Billiards Champion to equal that of the Snooker Champion.
There was a suggestion that the Championships were of equal status (the merit of which was not discussed) but it was pointed out that there were far more entrants to the Snooker Championship and, therefore, from a financial point of view, it was logical that there should be a difference.
Decision: Prize money to stay as it is.

Total implementation of - “Promotion or relegation other than merited may be necessary to balance the effect of teams entering or dropping out of the League”
The last two seasons have seen the number of teams entering the League fall to just over the 100 mark. With eight sections to fill and the Premier Section allocated 14 teams it has been very difficult to manipulate the section numbers to ensure a more balanced league particularly in the lower sections where there are an undesirable number of byes. The proposal to implement the above will mean that the Premier Section may well have to be reduced to 13 or even 12 teams, thus relegating a team or teams that were not expecting to be relegated, with a knock-on effect down the Sections. This implementation will take place, if necessary, when forming the Sections for the 2007-2008 season.
